Animals aren't all banned for the same reasons: ferrets getting loose present a danger to local wildlife as a non-native predator, & can carry diseases. Not sure why NYC
bans them though.
When I lived in So. Calif. it was also illegal to have gerbils, commonly kept as pets in many other states, because the strong agricultural lobby feared crop damage from
those that escaped or were released would become established, & even though they were similar to native species already there.
With venomous snakes, many high density population areas have a pretty good reason to just say "no", IMO. Even with permits, accidents (escapes) can happen.
