Does anyone know the laws for new york city?

Pretty sure you are out of luck there...not a resident but as far as I know hots are a no-go in NYC, & it does make sense IMO. A loose cobra in high density population would not go over well...

I'm not 100% positive, but considering you can't legally keep a ferret in NYC I'm guessing hots are a no-go.
