    I think you got the words thermostat and thermometer switched... Thermostat is your Herpstat. Acurite is the thermometer and hygrometer that only measures ambient temp, it doesn't measure the direct surface.

    If it's glass, there will be a bigger difference in temps between the UTH and the glass, but you won't know the temperature of the surface of the glass unless you get a temp gun. The ambient temperature in your tank can be 90, but the surface of the glass directly above the heat pad could already be 100 degrees, which is too hot and can burn your snake.

    If even your acurite is reading 90 degrees, I would turn down your thermostat for the heat pad to 98 degrees for now. The ambient temperature doesn't need to be that high to begin with. Only the hot spot (the glass directly above the heat pad) should be around 90 degrees, and it should be cooler in other areas of the tank.
