Long or short hair is not really important. I don't see how it would be anymore distracting than say, shaving his head.
The kid looks like a little girl with his hair like that, and if his parents want him to go around looking like a little gay boy (pillow biter), that's their right.
I feel sorry for the kid. Spend 10 bucks and get that boy a freakin' haircut.
