If a breeder posts a picture on a public forum, they are putting that picture out there for everyone to see. You shouldn't have to seek "permission" to use that same picture in any other public forum as long as done appropriately.

Negative. Just because an image is in a public forum, does not open that image (or other works) to free public use, unless specified by the original poster of course.

Who deems that the use is appropriate anyways? The person posting someone else’s work? That doesn’t seem right.
