Im going to work backwards; dont ask why. -lol- The ASPCA may or may not deal with snakes. I don't know off-hand. It can't hurt to call. However, I know that without photo evidence from you, they will probably give the guy warning before coming, thus giving him time to get things in better order. I believe that's how they function. If it's not backed with evidence and pressing, then all they can do is follow up with a phone call and maybe a visit.
I would suggest not stealing the burm. If he reports it or can prove you took it, there will be pretty serious repercussions. You may try offering him some money for it (if he doesnt really care about the snake, he may be persuaded by money). If not, tell him you're willing to report him. I know its frustrating, but it takes time to work within the law and still get things done. I would definitely try to get the snake away from him, though. You can surely care for it long enough to find it another home. Speak to others around you and see if you can't get some help with the situation.
Last but not least, thank you for helping Raina. I'm sure she appreciates it. It's absolutely amazing how cruel people can be and how ignorant they can be when it comes to animals. It is even more amazing that the animals can pull through such terrible conditions.
