    The Department of Natural resources only handles native, and invasive wildlife. Even when it comes to invasive, the USDA handles more of that topic than most others. If there is a ban or restriction on exotics, due to other concerns such as public/individual safety and other factors, DNR would only have basic knowledge if any. You'd need to go to your local USFW for anything regarding regulations and permits when dealing with exotics.
