Personally I think your over thinking this you don't need two heating elements you only need one and let the heat dissipation keep the cool side where it needs to be. Two heating elements will be way to much direct heat. Save yourself some money and only use one heat source per enclosure and run one thermostat per tank. You'll be better off in the long run.
