That's called lurking and sometimes yes it does mean they are hungry. Being ambush predators they will often use their hides as cover while they watch for prey to come by (even snakes that are fed f/t exhibit this natural behaviour).

Also it's a good idea to have a peek inside her hides. Some bp's will use their hide as a toilet, then park themselves outside until you get the nasty stuff out of there.
My snake does the exact opposite. The other day I opened his tub and found he had pooped and peed in his hide and was just sitting there laying in it... needless to say I had to give him a bath he stunk sooo bad.
