Well, I found out what happened.
Public Works for the town removed it. They claimed they sent me a letter saying I had 10 days to move it or it would be removed by them. Evidently they thought it would be in the way when they come to install the new curb on the street.
I explained I never received a letter but that didn't matter to them. They claim to have sent it and that gives them justification to come and remove it since I didn't within the time frame they supposedly gave me.
When I told them that the crew that removed it trampled all of the flowers, they basically told me too bad. The crew was instructed to remove the stone and they cannot be worried about flowers when the homeowner ignores the letter that was sent. I NEVER got a letter. Very, very unhelpful and unapologetic people work for the town. At least now I know what happened but it still is a pretty sad that my tax money paid for these buffoons to come out and trample my yard and take stuff and I have no recourse.

I'd talk to a lawyer about this one Steve. U.S. Mail is not considered proper service out here. It has to be certified and signed for.
You may well have a case that could make you enough for a new morph or two if you stick it out.
They didn't tell you. They took your rock. They messed up your yard. They stressed you out and they cost you money since you spent hours of time and gallons of gas looking for that rock.
Didn't you and your wife have your first kiss next to it? Isn't that why it was in your front yard? Didn't your kid take his first steps in front of it? Hasn't it been decorated with christmas lights in the winter and hidden eggs in the spring?
That was a pretty special rock if I recall what you've told of it correctly.
I gotta tell ya man, there were some days when you were just going on and on and on about your rock and how great it was and what you did with it to such an extent that I wanted to bop you on the nose just to get you to stop.
Well, your rock your call, but I'd at least look into it.

Not sure if I can do anything. They compared this letter to a tax bill. Just because you didn't recieve it in the mail doesn't mean you are exempt from interest if the payment is late.

You have no case. You placed the boulder and flowers on public property and they need not notify you to remove them. It would have been decent of them to notify you but they are not required to do so. I have many years of experience from dealing with these matters throughout my working life.

it could be worse man. the town i live in, we had some bad storms in june and some branches took out some wires, causing a lot of power outages. so this month they had crews come in and cut these trees down that were close-ish to any power lines. now these are 100+ year old hardwoods in people's front yards... not public property but apparently the power company and/or the city get precidents over the taxpayers. the ones that weren't completely cut down were basically cut in half, and probably will die. i would be royally P.O.'d.
