Do I Have To Cover The Uth Area With Something Before I Put Aspen Over It?

I can't help you with the first part but you cannot put the heat pad in the actual tank, which I think is what you're referring to here. It should go outside of the tank and stuck on (zoo meds stick on) or taped on with proper tape.
