Not everyone has the skill to run even a table saw. And most certainly not everyone has the space available to do so.

In the OP's case, it sounds more like a problem with an individual than an entire corporation. At the same time they had a jerk who wouldn't do his job...there was also a very nice guy who did it very well and offered to continue doing it even if policy changed. So which one do you choose to reflect how well all of Home Depot is doing its job??? Often, it boils down to specific store management. Some are definitely better than others...whether Home Depot or Lowes.
Perhaps i misunderstood the OP. It was my impression that they were upset because the store was not willing to make ALL of the cuts for free. Did I misunderstand?

Bottom line is that the store offers the 2 cuts as a courtesy. The reason it was offered in the first place was so that the product could be cut into a size that can be transported by the customers vehicle, Not to make lots of perfect cuts for a project.

You say it is good customer service for the guy to stop everything he is doing, and make lots of spot on cuts for one customer... but what about the 5 customers that can't find help while he is making all those cuts... The ones looking for a manager so they can complain that nobody is helping them.

Sure, they should hire more people... but then the prices would go up, and most would pick another store for the price. This is a problem that our society created. Think of a solution, don't condem the guy stuck in the middle 40 hours a week.

Think about the other side. That is all I am saying.
