I didn't see this mentioned anywhere, do you have the tank raised off of the surface so there is air flow to the UTH? That should help with the temperature control.
I like to have my thermostat/rheostat probe on the actual UTH, between it and the glass. Then I have the accurite thermometer probe on the inside of the hot hide, on top of the substrate measuring the heat there.
There have been some people that place down repti carpet or a towel on the glass, before they put down a substrate like aspen or coconut fiber. They place the accurite probe on top of the carpet or towel or better yet, the substrate and measure the hot spot that way.
I had to hot glue my wires to the side of the tank and it worked really well.
Another idea is to put the UTH to the side of the tank to heat the ambient temps without risking a burn to the belly of the snake.
Just some ideas, keep us posted.

Well I unplugged the UTH and haven't used it since, I am using my original idea, Just a light and a keep humidity/temps pretty much perfect with it, but I was aiming for a bit more belly heat. I am waiting til I get a thermostat before I plug that back in, and yes I have it elavated

Hey there! Have you looked at Ultratherm UTH's? Rich (Reptile Basics) has it on his site and says that they are such low wattage that they can be used without a t'stat. Maybe it's worth a call or email to him, describe your set-up, and see if that might work... Just a thought...

I had the same problems you're having with my UTH when I first set it to test out the new enclosure before bringing her home... I was using pretty much the same UTH as you, except a PVC Viv similar to Animal Basics... Here's what I learned from a week of monitoring it: It's crap. It would heat unevenly, patches would be 3-5 degrees hotter than others, it was a pain in the neck to regulate at all... Even after hooking it up to my herpstat later, it was a pain, never stayed constant, and was more trouble than it was worth.
I was lucky and was given some flexwatt along with my BP, it heats evenly (except when I knocked a clip off centre while moving, which was easily fixed) reliably and pairs wonderfully with my herpstat. For awhile I was using both the flex watt and the UTH on the same herpstat, the UTH would heat unevely as all heck, but would at least stay about 5 degrees cooler than the flexwatt to allow a bigger temp gradient...
All in all, I wouldn't recommend them.

OH... And regarding the Ultratherms... Here is what put them out for me (from bean farm) as I also considered them:

Hi,
Those ultratherms are the type we have available over here (the ONLY type ) and they are the reason I couldn't have a rack without ordering flexwatt all the way from america.
They can only boost ambient by about 10 degrees so in a cold home they are basically useless for BP's hot end temps.
