To answer your question, as long as the UTH/Heat Pad is regulated with a thermostat, rheostat/dimmer, you should be fine and not have to deal with it melting. As for putting a light up top of it you can use one of those clamp lamp light holders. It's looks like a large garden stake with a hook on it to hold the clamp lamp. There's other ways to go about it...

I am going to throw in my two cents. I have a hard time understanding why someone that whats a snake, or any creature for that matter that gets to be 10+ feet in length would then want it crammed rubbermaid/sterlite/storage container. If I had
were to get something that big, I'd give it it's own room or room size enclosure. But that's just me.
