Yes, they move when you candle them. I have seen no detrimental effects by doing it. In fact, it seems the babies come out stronger.
Studies were done on pythons that maternally incubate their eggs. Temp readings show that the difference in temperature were not that different when they *shiver*, only 1 or 2 degrees. So why do it? I think it is to get the babies moving around in the egg. They get a little exercise, strengthen their developing muscles, so when they hatch they are strong enough to get further away and hopefully survive better. *shrug*
