The look is very nice! My concern with frames for you would be that the sub pages don't have full urls such as sitename.com/subpage.html in the browser hence google/yahoo/etc will have trouble finding them. Or if they do people will end up on your target pages with out the navigation that is in the frame.
A suggestion would be to add links to all the sub pages to the bottom of each static page then create a site map outside of the frame scheme to insure all the pages get indexed.
Just a thought from a search marketing stand point.
