Where will the CHE go in the PVC enclosure? Does it have a screen top? Is there a bulb receptacle? If not, you want probably want a Radiant Heat Panel (RHP) instead. They will bolt inside the PVC enclosure.
IF I misunderstood, and the CHE is for your current setup with a screen top, then I agree with Homebody. That should work fine.
