June is completely normal. Aug is a little bit late but not by enough that I would change when you pair.
You aren't starting pairings in Nov, that is when you start conditioning with temps.
Jan is when you start pairing, and if either of them are still underweight, then skip them for a year and give them a chance to catch up.

Where it says "finalize pairings" that means making plans, not actually put them together, if thats what got you confused.
