I lot of people like Vin Russo and I can't argue with what he produces. Having said that, I ended up buying Feliz from Tommy Carpenter. He is a smaller breeder and knew his snakes really well. He spent the time to help understand what I was looking for and sold me Feliz even though he was considering holding him back for color.

In my limited experience, many dwarf/locale boa species do not have the same demeanor/attitude as their bigger BI cousins. Having said that, they can be awesome snakes.

When I wrote to Vin Russo about getting a dwarf boa and told him I already had a really chill BI, he advised against most locale boas, especially in comparison.

Try to meet in person, or talk to Tommy or Vin, etc. to make sure you know what you are getting.
