Well since fecals are common here in Germany (normally you do a fecal at least once a year and you do at least two when you get your reptile), you don't have to have your pet examined before doing the fecal. I have never experienced that at least. To be honest I don't think it is necessary to have the animal examined beforehand. The results will be the same. I mean you're checking for parasites not illnesses.
I payed about 18,5$ for each fecal. It is important to get the fresh fecal to the vet as soon as possible. The fresher it is, the more diagnostically conclusive it is. There a some parasites that don't survive long outside of the host's body.
