LOVE my Pro Products RHPs (http://pro-products.com/pro-heat/) . I have 4 of them and 2 more in the near future all controlled by Herpstats.
They are the only RHP that are UL certified, and if I'm not mistaken none of the heat tapes are but someone that uses them can speak to those.
I keep my house around 65 during the summer and winter 65 is the highest my house MIGHT see...I like it cold.
As far as your probe placement - I just put mine on the "cool" side and set the stat to my ambient temp and it works for me.
