UTH enough as heat or do I need air temp as well?

You never want the ambient temperature 88 to92 degrees. That is what the temperature of your UTH should be.
Ambient shouldnt be less than 78ish degrees.

Also I hope you are taking your UTH temperatures under the substrate.
