Lamps + screen top = desert environment. You're fighting the laws of physics and losing; the warm moist air will rise and the cool dry air will fall into the tank.
Get a tub, the Hefty 100-qt has the same footprint as a 40-breeder tank and is under $20 if you don't have the cash to get a PVC or melamine reptile enclosure. Add UTH + thermostat for happy snake.
