You can have good or you can have cheap. But not both. I'm sorry I just had to make a joke out of your question. However you can find several ideas for rack building in the diy section. I had to build three different styles before I had one I really liked.

By any chance can you send some pictures of them and i was thinking about making one out off melamine but is it a good material for a snake rack?

Yes you can build out of melamine or plywood or whatever you can fund.
