1 you only need one pairing a month there is no need to pair as often as you do
2 what can you tell me about the female, is she on the cool side? what is their position when you check on them? (close as the female wrapped around the male, or close as the male on the top of the female?)
3 because you do not see a lock does not mean nothing goes on, I used to have a male from which I never seen locks, needless to say he produced several clutches.
4 not all pairing will results in locks at first however it does not mean it's a bad sign, some males will only lock when the female start to develop follicle, do you know if your female is?
5 pair using the weather to your advantage, mist the tub, use substrate from a proven female, use the sperm plug and shed from another male.
