As long as you're not housing them in a tank outside (which you should NEVER do) there should be very little reason for extended contact with the climate outside. The reason we keep ball pythons in terrariums or tubs is to provide them an climate controlled environment optimal for their needs. That's why anyone, anywhere, can own one, so long as they provide the right environment. If you follow the care sheet Neal provided to a T, you bp should be happy, healthy, and as low maintenance as possible. Get the husbandry wrong and you could end up with an animal that won't eat, has bad sheds, etc.
But whatever you do, DO NOT house your ball python in a tank outside just because the climate is warm and tropical. You will be exposing your animal to the elements, no temp gradient, foreign pathogens, fluctuating humidity, and otherwise just generally stressing them out. They won't last long.
Regardless of where you live the snake should be housed in its appropriate temp and humidity. Theoretically a snake could live in an enclosure placed in a freezer if the the temp in its enclosure was where it needed to be to sustain the snakes health
