It's a stage of the shedding process where the eyes turn a blue, grayish color.

Yep and they'll usually clear up some again for a little while before actually shedding.

Yes. It refers to the time that the fluid is building between the old and new layers of skin. It's usually the most obvious sign of an upcoming shed.
