Grow tent for rats?

Would love to be locked in a room with the fool that thought this would be a good idea.
I would just insulate the garage and use a portable A/C unit.

Yes that would be a great solution ive seen portable ac units for less than $250 in homedepot or even cheaper in CL!

I would love to as well, but you have to have approval from the home owner's association. I wanted to turn my two car garage into a small apartment so my grandmother could come live with me and was denied. I HATE homeowners associations. I bought land and am saving up to build a house on it and get away from this neighborhood. Saving on rats would help me get away faster. I live in a suburb of Dallas.

An apartment would also need building code.
To insulate and portable A/C, no one would know unless you opened the door or told someone.
