Between the multiple regurgitations and bad sheds, this is sounding like a husbandry issue. I would say look at the stickies at proper humidity and temperatures. It definitely looks like all of his scales were pulled off in that section and skin is now exposed. I have never had a reason to assist shed any snake. If there is a stuck shed I have only had to increase the humidity and the snake takes care of itself. I would say at this point you have no choice but a vet visit. Put him on paper towel with hides and water bowl only. Don't want any exposed skin damaged in the meantime. Just my opinion. Good luck!!

Until you can get him to a vet, I would suggest using Vetericyn on the area. It's a water-based antiseptic gel rather than a petroleum-based ointment like Neosporin, so it doesn't cause scale damage. You can find it at Petco or online at Amazon.
