BRB has a mucus-like substance that comes out of the side of his mouth.

I'm a little worried about my BRB. He's about 3-4 months old, and weird sounds come from his mouth. Kind of like he has a stuffy nose but in his throat. On top of that, he "drools". A little bit of this mucus stuff just kind of leaks out of his mouth. Tank temp and humidity are fine. Eating and drinking habits also seem to be fine. Should I be worried?

Definitely a RI. Get to the vet, likely will need an injectable antibiotic.

What are they? BRB babies should be 75*F low 85*F high with 90% or higher humidity.

How do I regulate them? It's like I can't have a 90% or higher humidity without an almost 100°F in temp. Are live plants okay to have in the tank? Or what about moss? I'm thinking it may be too wet in the tank because of the constant watering the plants need. What I'm asking is how do I keep the humidity up without over heating the tank? I do spray the tank as well with humidity spray, but it does just as much as if I didn't spray the tank. Hence why I got the moss and live plants.

You are way over-thinking the enclosure. Here's how I run my babies:
    1) Sterilite six-quart tub with 2-3 ventilation holes on each side; mine were in a hatchling rack after my female dropped a litter of 25 last year.
    2) Under-tank heater under 1/3 of the tub, regulated by a thermostat so the surface temp on the bottom of the tub is 85-86*F.
    3) Add an inch of cypress mulch. Reptile Basics sells 2 cubic foot bags, one bag will last a very long time for just one baby. Keep it damp but not sopping wet.
    4) Add a water bowl to the tub.
    5) Happy BRB. No hide needed, it will burrow into the mulch.

Since yours is already sick it will need to go to the vet.
