Good to know. I'm assuming he'd just call to departments in Phoenix and see if they offer programs for paying for the training and what the process is then, instead of contacting the local academies?

Get him to check the departments websites. They will say if they are hiring and should say whether they have their own academy or require applicants to be trained by an outside academy. If he finds a department that has the pay, benefits, and opportunities he is looking for and they do not have an academy of their own he could contact them and see if they have a reimbursement program and a preferred or suggested academy.

Most agencies offer a ride along program for potential applicants to give him a better idea of what the agency is like which would give he a good opportunity to see the behind the scenes stuff and talk to some officers that have taken the steps he would be potentially taking as well.
