What the heck herpstat?!
I just walked into my room and glanced at my herpstat 1 and it said the probe was at 80 degrees, when I have it set to 92 so I knew something was wrong. Just so happened my probe had come untaped from the heat tape (my fault) but the herpstat kept trying to raise the temperature to 92 and my heat tape and the bottom of the tub was SCORCHING hot. I thought there was a safety relay to prevent this from happening?? Am I doing something wrong with it?

The safety relay doesn't work in that way. The Herpstat itself has no idea what temperature your heat tape is at if the probe is no longer attached to the heat tape. After all - it doesn't measure heat tape temperature - it measures probe temperature.

Shouldnt they make it to where if the temp drops a certain amount degrees in x amount of time it should shut off?
For example mine went from 92-80 instantly. I think it should shut off when that happens

Doesnt work like that.
The unit only knows what the probe is telling it.
To properly safety it you would need a second stat to control the first one.

Correct me if I'm wrong but my Herpstat2 has a setting it shuts off if it drops to a certain temp (user sets). So for example if the low temp is set to 84 the alarm goes off and it kills the power. It doesn't do it automatically if temps drop in a certain time frame.

I believe this is only an audible high/low alarm and doesn't cut off power at the same time. At least, I didn't see it as more than that in the manual.

I just checked, you have to set it up to kill the power.

Im pretty sure there is a safety feature like that, but you have to set it up to do it. I distinctly remember setting up a feature like that, but I dont have my manual in front of me right now

No problem man, glad I could help! You'll have to play around with your settings for what works best for you. For my boa I use a Rhp so if I mist and it hits the probe my temps drop quick. Just something to keep in mind.
