I think this question had been answered already but yes, you'd mount the heat tape on the outside bottom of the terrarium.
I contacted Robyn at THG heat tape regarding proper airflow spacing for the heat tape and he suggested a 2-3mm gap so the heat wouldn't build up underneath.
Like Aaron said, the need for a RHP depends on your room temps. With that said, heat tape doesn't increase ambient temps. So unless the room where the terrarium is, stays between 75-84 F consistently, I'd suggest a RHP.

Thanks for your advice! I think I will definitely get the heat tape, but will monitor my room temps to see if an RHP is needed. I think my temps always stay above 65 (in winter), in summer it gets hot here, so one wouldn't be needed then. On all of my other snake enclosures (converted tanks), I use either an infrared or ceramic heat emitter in a dome light fixture to maintain ambient temps.
If I use both an RHP and heat tape, I'll have to get a new thermostat (unless I put my KSBs in a rack) so this could be an issue.
For at least several months, the baby boa I'm hopefully going to get will be small enugh to live in a tub setup, so I'll have time to find the best setup for both the boa and myself.
Thanks again for your advice and help!

I thought I'd just post in this thread instead of making a brand new one since it pertains to the same enclosure. I've been searching the past few days for an answer seemingly to no avail.
Can someone give a definitive answer regarding whether or not 12" heat tape the length of the tank is a sufficient heat source in a room that maintains approximately 68-70 year round? My reading other threads appears to recommend the 12" tape the entire length whichI assume with a call to AP they can make the necessary cut.
Second, humidity. I've read threads that say the T8 holds humidity well and others it doesn't hold it well at all. Assume the home isnt a greenhouse...does the T8 hold humidity or not?
Thanks much.
Edit: I've seen the mega thread of the T8 setup. Read through most of it bit will admit finding information gets tedious amongst the general conversation. But I did make the effort.

To give you some perspective. I have two T8's stacked on top of each other. My house on average is about 72-73F and about 45-50% humidity (South Carolina). I only use the 12"x12" Flexwatt for the hot side, a fluorescent light and a large water bowel in each cage. My temperatures are 89-90 over the UTD and about 82-83 on the opposite side, with my Herpstat 2 set to about ~103F. My humidity sits at about 62-65% with no spraying or misting machines at all. The only time I spray is during shed and I do that once a day which keeps the humidity at ~75%.
If you are looking for better ambient temperature control I would look into RHP instead of using UTH along the entire tank. It would be more efficient and reliable.

Appreciate the response! I'd say that is sufficient information to believe all will be fine. Now to call and place my order!
