I'm not in the area much any more, so I don't know any specific meat quail breeders in the East Bay. But I have seen them on craigslist a lot. Maybe call Concord Feed to see where they get their chicks?

I used to get my quails straight from UCD Poultry Research Facility because I interned there in the past. The manager would give me the extra breeding birds that they euthanized due to injury(i.e. broken wing/leg) or year old birds past their laying prime, otherwise they would be sent off to pet food rendering.

I know SF and Oakland Chinatown has markets that sell live quail and other poultry for a relatively good price in comparison to a professional breeder. They're intended to be butchered on the spot after sale, but I'm sure you can buy them live or at least freshly killed whole.
