Then why even have an "expiration" date? Maybe it should be called the 36 month warning, instead.

Because chemicals have to be labeled a certain way, especially if they are transported. It's most likely a "ship-shelf" expiration date, which means it has to ship by then, not necessarily be used by then. Reptile Basics would probably be the better place to ask the original question, though.
