With an ambient room temp of 65-70 degrees you're gonna' be fighting an uphill battle to keep the tubs at a good temp.
You can insulate the sides and back with foamcore to give you a little bit of R value, but it will only go so far in a room that cold. You could also use an oil filled radient heater to raise the temp around your rack, but you'd need to play around with location to achieve even heating.
