No such thing as a starter rack. It really depends on the size of your collection, the size of the tubs you want to house in and how much $ you want to drop.

Sterilite 1753 in both the economy and the regular line.
While sterilite changes their tubs every so often they are still easier to find locally compare to iris tubs.
those racks are sturdy, and keep heat very well.
If your room is heated and stays around 76 degrees you can use the economy line if not I recommend the regular line.
I have had several racks home-made, vision and Animal Plastics and animal plastics are hands down my favorite, so much so that I am in the process of replacing all my racks with AP racks.

I'll go with RBI 32 qt rack with dividers... my both Adults BP are comfy there (1250 and 1275g)
And for smaller Python s u use dividers and You double Your space in rack without dealing with different size of tubs...

I will be honest and blunt with you:
IT DOESNT MATTER WHAT RACK YOU GET...................................
You will need to buy more than one because you cannot own just one rack worth of snakes. 
You will need 41q for big females, 28/32q for male, sub adults and 15q for the little ones, and a spare rack for any unplanned buys too.  
Doesnt matter how much you plan, you will always need "just one more rack".
Love you guy but its the truth. 
But his question was what is a good STARTER rack... as in what rack is good to get now and I'll get more later as needed.

They are actually back in the rack business but I'm not a big fan of their racks anyway

What is the break down for Hatchling, Juvi, adult, LG female as far as weight? I think someone said a Lg Female is a 2000g+ female. At what point to you switch a hatchling out of the 15qt to the 32qt? Also, I haven't seen any options for heating the AP racks except belly heat. I'm assuming this is the 3" flexwatt at the back/bottom of the racks. Is that sufficient heat if the room is in 68°-72° range or will I have to put it in a heated room?

I keep in a 5.5q till about 300g, then they move to 28q till they are around 1200g. After 1200g the females get moved to 41q, I only have one male that is in the 2000g range that is in the 41q too.
This is just the way I am doing things, there is no set in stone and everyone does it a little different.
