It could be the start of scale rot, yeah. But based on those pictures, I would expect that to clean up pretty well with the next shed. I think the trick is keeping their bellies clean and dry until then!
How long ago did these two snakes shed last, do you know?

the male just shed this week but i think she shed over a month ago. She's been getting much bigger lately so i expect her to be going into shed again before christmas.

It doesn't look too bad so I wouldn't worry just yet. Keep them dry and warm and check their bellies often. If it starts to get worse I would call ur vet before it gets too bad. But it does look like it will clear up
