The dimensions you listed for the 1655 tub are with the lid on!!dimensions of the 28 qt are: 23-Inch length by 16-1/4-Inch width by 6-Inch height, this would work right?
The dimensions without the lid are: 22 3/16" x 16" x 5 1/2".
I am currently building two 28qt racks using the Sterilite 28qt 1655 tub without the lids. I measured the tub carefully to make sure so I knew exactly what size to make my shelves.
