That's a common boa, Boa constrictor imperator (not a red tail; red tail boas are B. c. constrictor, but Colombian imperators are often mislabeled as red tails). There's really no way to determine locale if you don't know what the parents are. Colombians are the most common Bci locale in the pet trade, but he looks a bit more like a Colombian crossed with a darker locale, perhaps something like a Nicaraguan or a Tarahumara mountain boa.
Like I said, there's no way to determine locale for sure, but he's a beautiful boa! I love the belly speckles.
