    How long ago exactly did he finish his shed? Is the piece wrapped all the way around the tail or is it just a small fragment? If it has been a day or more then I would let him soak in a warm (not hot) bath for about 20-30 minutes and then with a warm wet cloth gently rub his tail with it and let him slide through it. This should take care of the problem! You want to make sure you don't let it stay on that area for to long if it wraps all the way around the tail as it could lead to impaction and restricted blood flow to the area once it dries out.
