ovy, but pre-lay shed is late?

2 weeks isn't long - My three females all took 17, 20 & 23 days to have the pre-lay shed. It usually occurs 2-3 weeks after the ovulation from what I've observed & read but there will always be variance.

Also there are rare reports of females not shedding at all during pregnancy - so anything is possible! The ball pythons don't exactly have calendars

Not shedding after ovulation is NOT rare. I get 1-2 girls each season not shed.
