okay, the thing about most amphibians is that they are hands off pets. There are more personable examples out there, like a white's tree frog, but they still shouldn't be handled too much. But with a pacman frog you might be disappointed with the activity level. These frogs can literally go weeks without moving. I love pacmans, but they are almost the living equivalent of a pet rock at times. If you're moms only against snakes, I'd recommend one of the more calm geckos, like a Leopard or a Crested. If you are determined to go with a frog, make sure you read up on the Chytrid Fungus and the preventative measures for it.
