So it is to late for me to enter this month, but i can enter april by uploading a pic to the BPOM section now or sometime this month in order to be entered into the March Bpom in april right?

Does the size really matter, i read anything over 800 pixels is deleted and not entered is that rule enforced?Or does the size not matter,i am horrible at re sizing pictures.
Yes, too late to enter February contests...but March is wide open. March's entries will go up for vote on April 1st.

The 800 pixel rule is actually a pretty old rule and a bit outdated nowadays because we have software that automatically resizes the images to something manageable for all (most!) viewing platforms. However, an uncompressed image fresh out of the camera will be rejected and you'll be asked to submit a more web-friendly image. (In other words...if it's a little over 800 pixels, I don't mind...but if it's HUGE it will need to be compressed and resized)

One of these days I'll get around to updating that rule list.
