Looks like a ringer (albeit almost minutely but still a ringer) and het pied markers too. You can always keep her and try to prove her out. That would be super cool to hit a Panda Pied.

Re: Difference in siblings bellys...?
I wish it was the girl who had those markers, but since they are sibs it won't hurt to pick up a double het hypo pied male, that is if I can find one

Re: Difference in siblings bellys...?
Id put my money on more, male is het hypo and the sister is not.
i keep hearing people talking about het hypos showing visually through other morphs, it might not be recessive after all.
id try proving out whos het hypo and whos not.

True about the het hypos sometimes showing through. I've seen the phenomenon at VPI's place. However, it's nothing at all to do with belly patterns and markers that look like pied markers. It's more an overall color difference.
As for the snake in question...it's certainly not beyond the realm of possibility that there was a het pied in its breeding history, but because the chances were so remote, no one ever recorded or followed the possible het connection. But those marks are found on perfectly normal ball pythons, too.
Still...being a male...seems to me like it would be a simple thing to throw him on a pied or het pied and see if anything proves out. He can still be a part of whatever other breeding projects you want to use to prove out the hypo side.
