I use a space heater with a "dumb" temperature control. I don't remember the brand off hand, but I got it at wal-mart and it works great. I keep an accurite on the middle of my racking and it's always 78-81. Not sure if you'll have the same results in a garage, but I'd take the space heater route over lamps.
