    Is the excess skin mainly at the top of the neck right before his head? If so, that is fairly normal. If you have ever noticed, when bp's get ready to shed, they have like a huge flap of skin there that you could pinch. If the extra skin goes away within a week then it's fine.

    No, its along the body and not a huge flap but still some extra skin. I'll keep an eye on it. The previous owner said he only ate 1x in 8 months for him. Since I've had him I corrected many husbandry issues (kept in chilly garage with just a heat lamp, half log hide, etc) and he's eaten like a champ, never even slowed down during shed or in the winter.
