I live in New Jersey too, to get a permit for any exotic animal, you need to call the New Jersey Division of Fish & Wildlife. The number for them is 908-735-5450 which is way easier than their website, and they will email you the application for the permit, which you will have to print and fill out, then mail it to them. But you could go on their website if you want, it is http://www.state.nj.us/dep/fgw/exotic_apps.htm but I thought calling them was way easier, the only thing is if you call, the office closes at 4:30 p.m.

When filling out the application, you will need either a hand written receipt signed by you and the seller and for it to say that you purchased the animal in a state that does not require permits, if the seller can not provide a temporary 20 day permit. Or if you purchased it from a regular pet store, you just need the receipt that you get from the purchase, and the temporary 20 day permit.

The permit it self is $10.00 a year, and needs to be renewed every year, and you only need one permit, you do not need to get a different permit for each animal, you can just add more animals as you get them.

It really is not all that bad, if you have a lot of questions they are very nice and patient when you call. Hope this helps you some, good luck.
