On the other hand, I have also heard that, if the seller does not record any proof that they sent the item, the buyer could receive it, love it, file a PayPal complaint and get their money refunded for an item that they have now essentially stolen.

That's really only applicable to dry goods that can be sent USPS, though, because UPS and FedEx will always have tracking numbers (I think).
