I can't believe that they'll let him get tattooed at 15! I know that in NY and CA, the minimum age is 18.
But hey. If he is mature and feels ready to get it.. I am not against it if you go to a legit shop and everything is done cleanly!
I can't give an idea though, without knowing him. Should be something that is just "him." 
You can get a tattoo younger than 18 if a parent is present. My cousin got a pretty large forearm tattoo the day he turned 17. But if I'm remembering correctly, even with a parent, you have to be at least 16.

i pick my battles wisely... and make sure they are few and far between. it worked with my eldest... she stayed away from drugs and alcohol until she moved out. then her choices were her own to make... cause after all, it's her life to live.
my son must have thanked me a thousand times last night - he knows i'm a cool mom, he knows i'm a mom who listens... who really hears him.
and so, in my opinion... my purpose in his life is flowing perfectly. to guide - to lead by example but not to push, shove or force. after all... i've never respected anyone who forced me to do stuff... but i respected the ones who allowed me the space to figure things out for myself.
 i'm here as their guides in this life... but trust me when i say... i carry a big stick and know how to use it LOL
Never in my post did I knock you, or how you parent your children. All I posted was how the friends of mine played thier parents once they were allowed the freedom to due certain things. I'm sorry if you percieved it wrong. I was a child once to. I know how 15 year olds think. I wish you the best in your journey called "parenthood". I have two children also(both girls). Would I let them tattoo themselves at 15? HELL NO! Girls can't even give consentual sex until they are 16. Call me old fashioned or whatever. That is how I parent MY kids. That's the beautiful thing about life.....We get to make our OWN choices. Hopefully you as a parent chose a nice, clean, and reputable shop to have him tattooed at.

Personally I hate the fact that everyone I know and see at school has tattoos... Mind that most surfaces I would want a tattoo on are scarred to hell and back, so it could just be jealousy. But really everyone seems to have them or some kind or piercings and it's kind of irritating since it's more enjoyable when you rarely see them, instead of seeing everyone with some body mod going on.
That said I vote WOW/MOM It would be badass and I'd get that done for my mom.

Awesome, was a good choice imo. I am always saying"awesome!" Although, here in northern Cali, I am starting to pick up the "hella" adjective that eeeeveryone uses here. "that's hella kewl."

That is so AWESOME!!! 
I had a mom (one of many) that went that route, and it was such an empowering experience, I know exactly what your son is feeling.
Best part is, he will have the tattoo with the MOST cachet of all his friends, and it is temporary and can be invisible should he chose it to be.
You are raising a mighty fine child army there Maam. I expect some top notch culture jamming from them in the future. *tips hat*
